For the cap let the plate cool for 5 to 10 min before capping (you have 1 hour to do the test so you have pleanty of time) this will keep the under cut down and your cap can be done in 2 passes with each being no wider then 5/8, mine are usally around 1/2 wide. Remember, for your cap, your weld can be no more than 1/8th higher than the plates I always push if the metal is painted or coated worth oil. Dragging usually gives me porosity unless I'm welding on pristine metal. A lot of people fail their flat cwb for lack of fusion. Go as hot as u can stand on your roots.
